rpm: use 'version' metadata field instead of time
We previously used the datetime to indicate version, but have since expanded our usage of rpm-metadata. It makes sense to receive the version number as a field in rpm-metadata.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
