Investigate how to improve job start time on GitLab CI runners
There is a ~4 minute delay in getting feedback from the CI that's set up against the definitions repo.
For example this job took 4m38 seconds despite failing before anything actually got build: https://gitlab.com/baserock/definitions/-/jobs/22478791
Although the logs sadly don't have timestamps, it seemed like the Docker setup was slow. It may be that a local Docker registry is needed on the DigitalOcean machine?
