chore: update snappy -> 1.1.10

(contains a fix that was made after 1.1.10 and not yet released)

I was not able to successfully build the current master using GCC 13 due to the issues fixed by !150 , and also by build issues with snappy (using ERLANG_ROCKSDB_OPTS="-DWITH_BUNDLE_LZ4=ON -DWITH_BUNDLE_SNAPPY=ON").

So I tried bumping snappy's version and, together with !150 , successfully built the project.
