ReadTheDocs creates the _build directory in the folder that contains conf.py
for sphinx. ReadTheDocs expects the documention per default in the docs
folder (but adapts to other folders).

Move documentation and configuration files around to look more like
the 'standard' ReadTheDocs layout.

Adapt documentation as far as effected by the new location of some files.
