WIP: [!876]Spawn vehicle at drop-off position by Python API
Currently the ego vehicle in LGSVL is spawned far away from the drop-off zone used in the physical demo. This patch uses Python API to spawn vehicle at drop-off zone with initial localization instead of driving there manually in simulation demo.
