[546]&[765] Replace obstacle detection function with obstacle_collision_estimator in recordreplay_planner

  • Remove obstacle collision detection related code from recordreplay_planner
  • Use the obstacle_collision_estimator for the obstacle stop in the same manner as behavior_planner.
