Add localization demo using rosbag
Description
Add a rosbag demo for the localisation stack. This ROSBAG contains only lidar data. This is meant to be a very simple demo that everyone can run with the minimum amount of setup steps and hardware. This serves a similar purpose as the Moriyama demo for autoware.ai.
In its current form, the rosbag demo only demonstrates the ndt localiser, future development can be made to add the following stacks in the future:
- Record a rosbag with odometry and GPS to demonstrate multi-source localisation
- Record a rosbag with obstacles to demonstrate object detection and prediction
- Record rosbag with camera image to demonstrate traffic light detection
closes #577 (closed).
