Keep all the points in ray_ground_classifier

Luca Fancellu requested to merge luca.fancellu/AutowareAuto:594-fix-ray-ground-classifier into master

Previously, if the points fed by the lidar were too high or too low in altitude, they were deleted. Given that this is a classifier, no point should be deleted, they should be outputted in the non-ground topic.
