Support ROS2 Galactic
Description
Purpose
ROS2 Galactic has been released
We want to support it in Autoware.Auto as discussed in ASWG meetings on May 25, 2021 and June 8, 2021 . The procedure should follow how we supported Dashing and Foxy for the 1.0 release
Desired Behavior

Autoware.Auto should build with ROS2 Galactic !1246 (closed) -
Where necessary, use #ifdef ... # else ... #endif
to create separate branches. Keep divergences to a minimum -
C++17 used only in branches specific to Galactic
Tasks

update CI jobs -
update code to compile with Galactic -
Model Zoo ported to Galactic -
SVL Simulator ported to Galactic -
Manual integration testing runs on Galactic branch
