bug fix: emergency handler config file under install directory not existing
emergency_handler does not install its configuration file #8 (closed)
Description of the bug
Configuration file is not available under install directory
Expected behavior
emergency_handler roslaunch under install directory can find a configuration file and successfully launch the node
Actual behavior
emergency_handler roslaunch cannot find a configuration file and the node launch is failed
