Community guidelines

This MR proposes the community guidelines of the ACfP.

It does this through principles and a license rather than a code of conduct. I felt that the code of conducts I found (eg) where long.

My idea is that with these principles we have a starting point for:

  • how we behave to each other
  • how we communicate
  • how we prioritise and architect what we are working on
