WIP: Bussi thermostat
The idea came up here to implement the stochastic velocity rescaling thermostat by Bussi in ASE.
I took this C implementation and rewrote the code in Python.
I think the implementation should be correct, but it still needs some proper testing.
Maybe there are two or three people who would be willing to test this? @flokno
