Add Tersoff potentials

This MR adds LAMMPS Si.tersoff and SiC.tersoff due to the following two reasons:

  1. To remove Si.Tersoff from the main ASE repo to avoid GPL license issue in LAMMPS.
  2. To prepare for the tests for multi-element cases for Tersoff, which I think has a bug in ASE 3.25.0.
