Update modm submodule and run lbuild build
Minor updates to project.xml, then run lbuild build for hosted and mcb targets. Requires !31 (merged) for pipeline to pass.

The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
