server: add max_arkoor_amount config

I think there are two discussion points.

  • How to determine what the arkoor-amount is? We don't have a field in the request

  • Is this a feature we want/need. All other constraints already limit the input size. @ErikDeSmedt doesn't understand how this feature helps the operator

  • check or remove this line after you've added a CHANGELOG entry or if your PR doesn't need one (they should go into CHANGELOG/unreleased/)
