barkd: embed and serve the bark-web UI

Based on !2525 (merged).

Serves bark-web through barkd. --no-ui opt-out. Releases fetch bark-web through Nix. In dev mode you can make builds (with nix build) with arbitrary bark-web revs using BARK_WEB_VERSION.

I added a BUILDING.md that explains the cargo and nix build differences and explains how to build using different bark-web versions.
