bark-rest: add GET /api/v1/wallet/mnemonic endpoint

This one is requested by bark-web. The goal is to ensure that we can display the mnemonic on screen.

We include the endpoint by default but it can be disabled in the config.

  • check or remove this line after you've added a CHANGELOG entry or if your PR doesn't need one (they should go into CHANGELOG/unreleased/)
