Implement tests for movements API

feature/movement-tests into master
  • There was a scary problem with the HTLC exit tests where they were accidentally refreshing the HTLC VTXO so I fixed that incorrect behaviour.
  • There was another scary problem where VTXOs marked for exit weren't being persisted
