Add a license approval policy, members with "maintainer"-role can approve.

This is merely a suggestion, to enforce that a "maintainer" must review additions of new licensed software/dependencies to our repos.

The idea is to clarify which licenses we at JobTech Development allow, or strictly abstain from using.

So that we developers can choose our dependencies more wisely.
