WIP: Change fd

Extend libapparmor interfaces.

This branch pulls in the cleanups done for the gsettings work (but not the actually gsetting patch) to support key,value data queries landed in 4.11.

Adds fd bases change_X and query interfaces which have been requested to better support containers.

Add adds support for the notification interface landed in 4.13
