Adds new INT neighbourhoods (specifically range 2 von neumann, r2 far corners and r3 far edges) and B0 INT rules (including B0 generations).

It uses CAViewer to generate a rule table that is then compiled because I was too lazy to rewrite the java code in python. Sorry.

Ping me (Lemon41625) on discord or something if there are any problems.
