Candidate parser to accomodate party and id

Saumo requested to merge SaumoPal97/Agora:dmpr_district into master

@bruno-wp @lebedka @deepeshpandey I have modified the candidate parser to allow entry of party names as well. This will be henceforth needed for future algorithms. Please provide feedback. Thank you.
