resolves #14 configure docsearch job

  • add configuration file for the docsearch scraper
  • configure the docsearch scraper to use the component name and version as the lvl0 heading
  • add a CI job to build the index that runs in response to a webhook from Netlify
  • add a README that explains where the index is located and how to run the docsearch scraper
  • switch to project-managed search index
