Replace an invalid em-dash character in the conf-file option

The dnsmasq conf-file option uses an em-dash character instead of the first hyphen-minus. This causes dnsmasq to fail to start with the error 'junk found in command line'.

This merge request replaces the em-dash character with a hyphen-minus.
