API change detection and variable requirements

Allows custom access mask requirements and checks to see if access mask / key status changed during run_api_refresh.

Updated add api key form with correct link to predefined mask.

Added new section of settings.py to house API settings.

Now allow keys with more details than required.

Addresses issue #69 (closed)
