Top menu redesign

Peter Pfeufer requested to merge ppfeufer/allianceauth:top-menu-redesign into v2.9.x

This MR does:

  • Cleaning up the top menu and adding a user's menu instead.
  • Adding the current EVE Time

"Notifications" is kept as separate menu item in the top menu bar since I feel they should always be visible. Links to administrative pages are only visible to administrators, as they are in the current menu as well.
