Deprecate Market and Seat service

Deprecate the Market and SeAT 2.0 Services/Plugins

These have been non-functional for a while and users will need to ensure they migrate zero and remove these from installed_apps as per #1213 (closed) and #1202 (closed)

This MR will remove all files relating to both plugins as well as any references in the Docs and Settings file.
