Bump Django to latest minor 2.2.13
I am very much on the fence about this.
Django is a core dependency of ours and there may be older installs in existence, bumping the minor would ensure these installs are up to date on security issues etc https://docs.djangoproject.com/en/3.0/releases/2.2.13/.
I have no evidence any of these afffect us directly, but something like a Python dependency might not be on the radar of an inexperienced sysadmin.
Artificially tightening the django versions has a small chance of interfering with community apps and may set a precedent for this to be AAs responsibility in the future.
We can debate dependency and security updates and whose responsibility this is till the cows come home, if we could keep feedback focused on "this breaks my community app" or x problem for now
