Increase performance of SnapshotCreator

Description

SnapshotCreator did not scale to large analyses.

Closes issues: LA-1464 Related issues:

Create allele_id->id mappings for annotations and assessments in SnapshotCreator, for quick lookup when looping over allele_ids.
