Manifest 3. Add Spec Template

This is MR 3/4 for my proposed rework of gitlab-org/gitlab-runner!4680 (closed).

With the prior work, we have encoded all the information needed to create the from-spec yaml input to manifest-tool in a helperBuildSet, so we move away from the from-args invocation, and instead use the from-spec invocation to upload the manifest list.
