* Change project tools asset to netcoreapp2.2 to react to project tools TFM cap

* Install 2.2.0 runtime to test project tools

* remove ItAddsFxVersionAsAParamWhenTheToolHasThePrefercliruntimeFile since sdk runtime will always bigger than 2.2

* Convert 2 tests to end to end style

They are using stage2 MSBuild with stage0 SDK prop and target.
