Tags give the ability to mark specific points in history as being important

Fix was not using parent project's `version.cmake` so install path wasn't being recognised correctly.

Use relative dirs instead of absolute paths which were causing issues.

Had forgotten to add MuseDeclareOptions.cmake script which sets important options like MUSE_QT_SUPPORT.
