Extend opt-in premium list dialog to advanced tab

Background / User story

As a follow up of https://gitlab.com/adblockinc/ext/adblockplus/adblockplusui/-/issues/1347, we would like to also show the opt-in dialog, for premium subscriptions, to users that try to add an opt-in premium subscription either, in the advanced tab, through the "add built-in filter list" menu, enabling it (if disabled, but not removed) through the toggles in the "Filter List" table.
