Issue 6805 - Hide Anti-CV list from General Tab in options page

Manvel Saroyan requested to merge hide-anti-cv-list into release-2018-3.1

We would like to Unhide this option when the translations for the item is ready and the item shows up in the Recommended section instead of Privacy and Security without title. Unfortunately we might not have them ready before the codefreeze that why we would like to hide this option from the General tab of the Options page as users can still access it from the Advanced page.
