Issue #753 - Notifies already installed invalid protocol filter lists

This MR contains the following changes:

  • Displays error icon in advanced nav tab when an error is detected (subscriptionErrorIds[Map]) in a filter list.
  • Refactor subscription error tooltip logic to handle different messages' CTA.
  • Remove the special sync error for invalid URL protocol and instead handle all sync invalid URL as security issue.
  • Add bubble-ui notification for invalid URL subscriptions that the user already has.
  • Refactor subscriptionErrorIds into a separate module.
