fix: Unable to install Manifest v3 extension on Chromium 124 [#1676]

This MR does not contain the following changes:

  • Change minimum supported Opera version from "112.0" to "111.0", because Opera 111 is still based on an unsupported version of Chromium 124 and we're not going to publish the Manifest v3 extension to the Opera store yet.
