Support new filter list languages

Background / User story

We added new languages (see https://gitlab.com/eyeo/adblockplus/adblockpluscore/-/issues/233 and https://gitlab.com/eyeo/adblockplus/adblockpluscore/-/issues/245) that we're going to support as part of the upcoming update. Therefore we need to update the UI accordingly.

Hints for testers

Any recommended filter lists that apply to different languages, which share the same name, should only include each distinct language name once when displaying them in the General tab of the desktop settings page.
