Closes #3207 (closed). Changes the validation CI job so that it launches a devnet separately, outside of the test, then runs TestManualValidate; instead of TestValidateFull, which launches the devnet within the test. Hopefully this will make it more reliable. JK this sucks I'm disabling it.
