[#923] Look for ldconfig in /sbin if not found elsewhere

Since ldconfig is in /sbin on Debian GNU/Linux, and /sbin is not in $PATH for non-root users, ydbinstall and %YDBENV use the shell built-in command to locate ldconfig.
