ydb_env_set enables GNU Readline by default

Sourcing ydb_env_set
sets the environment variable ydb_readline=1
, enabling the use of GNU Readline by default, if it is installed. Previously the environment variable had to be explicitly set. As GNU Readline is more functional than RECALL, especially as it provides command recall across sessions, we believe users will prefer it by default.
