#28 Resolves "Add design from the wireframes to teh websites frontend"

notes:
Was mostly styling the base page. Login in page does not use base page so it is the only unique page. Also implemented stuff for handling mobile view as it will make our job easier later.
Also fixed meta stuff like the favicon, manifest, and dev environment to work on local networks.
Heavily relies on matching MR in core-fe
