Add .latexmkrc

With this, latexmk can compile everything except the class file by itself, i.e. the user only has to run pdflatex vutinfth.ins once and then latexmk or latexmk $SOURCE will 'just work' (make indices, compiling graphics according to global setup, running biber/bibtex/biblatex, finding a fixpoint, ...)
