Velocity fix, do not send empty deny messages, configurable command aliases, update readme.md & version command for bukkit and bungee

Fix issue where command denial causes the player to be kicked on Velocity.
Do not send empty deny messages.
Make command aliases configurable through command-blocker.properties
Update readme.md & add version command to Bungee and Bukkit
