In this commit I did a lot of house keeping with the documents. I have
updated the README.rst, moved the manpage to tadman.1.rst and added a
CONTRIBUTING.rst.

Beyond that, I got rid of the bin/ script, and moved the entire project
over to Click, which is now a dependency. I felt it was a worthwhile
addition seeing as how it cleans up the code A LOT. I also refactored
and PEP8-ed a lot of things.

Finally, I have begun adding features for user-based installs. While
they are not perfect yet, I think they are moving in the right
direction. So, it should fix #1.
