feat: initial version of Rosetta statements

Closes #1516 (closed)

Deployed to Netlify using a private fork in Gitlab

Notes:

• React context is used to manage the editor state (the initial version was using redux).
• The comparison between two versions is not implemented and it shows that when you try to compare two versions [1].
• A help article placeholder was create for the statement type editor documentation.
