ci(Github): add workflow to update ojsOrkgWidget

What the workflow does on any change:

  1. Checks for any changes in "public/widget.js" (on the master branch).
  2. Clone the ORKG OJS plugin.
  3. Copy the new version of "widget.js".
  4. Commit and push the changes to the ORKG OJS plugin repository.
