Draft: Resolve "Newly added papers are not appearing in an observatory"

A paper is added by the member of Empirical Software Engineering observatory, but the observatory endpoint doesn't fetch it. It seems like the papers which do not have featured and unlisted values are not fetched by the endpoint. I manually adjusted the values of these attributes for a comparison and it appears in the observatory now.
