Make plugin loading a setting in the Project Settings

Michael Alexsander requested to merge Yeldham/SuperTuxParty:plugin_load_project_settings into dev

If the intention is to make it easily accessible for debugging, a far better place for it would be in the editor's Project Settings itself.
