TARDIS monitor scanner mode bug.

Describe the bug A clear and concise description of what the bug is.

When shift + right clicking the TARDIS monitor with a shield in your offhand to view the scanner, the monitor wont go into the scanner mode, and then will lock up the scanner function. Breaking and replacing the monitor doesn't help, neither does leaving the TARDIS and re entering. I've only tested this on single player, and found that exiting to the main menu and reloading the world fixes it. I don't know about on a server, but I assume a relog would work.

To Reproduce Steps to reproduce the behavior:

1. Put a shield into your offhand,
2. Shift + right click the TARDIS monitor,
3. See bug.

This issue could also effect shields from mods.
