Introduce V2 skylinks

MR Guidelines

Overview

This MR introduces V2 skylinks which consist of a registry entry id instead of a sector root. This allows for static links to dynamic resources.

It also extends the regular download endpoint to be able to download V2 links.

Checklist

Review and complete the checklist to ensure that the MR is complete before assigned to an approver.

• All new methods or updated methods have clear docstrings
• Testing added or updated for new methods
• Any new packages are added to Makefile and .gitlab-ci.yml
